What Is The Difference Between A Citizen And A Voter?

The Constitution and the United States Code are replete with only "citizens" can vote in federal elections. (Local elections are another matter.) The US Code are laws passed by the Congress and signed into law by the President of the United States. Congress also prohibited non-citizen voting in federal elections through the Illegal Immigration Reform and Immigrant Responsibility Act of 1996. Pretty simple, right?. Only US citizens can vote in most elections. So what is the definition of a "citizen?" The Bolsheviks don't care who votes, they just care about who counts the votes. But apparently the Constitution is mute on who exactly a "citizen" is. Maybe someone can point me to something that defines who is a citizen for voting purposes?

I thought a US citizen was: 1). A person born in the US. 2) An legal immigrant to the US who was naturalized (went through the legal procedures) to become a US citizen. By the way. If Kamala Harris was born in Canada as I've heard. Or anywhere else outside of the US. According to the USC she is ineligible to be selected or elected to the office of the POTUS. But even won't in and of itself won't stop globalists from installing their satanic puppets to the US presidency.

On rare occasions the USC make just rulings. Usually their rulings are a disappointment to me. With leftists radicals in control of the US government and states. What good can we expect from them? Nothing evil they say or do surprises me. No doubt on this end that the members of the USC are afraid they will lose their jobs if the bulk of their rulings doesn't satisfy their leftist overloads. They would eventually be removed from their positions.
