One thing it means, is that at least those in the FBI that approve/disapprove background checks, are working. It took me over 13 months to get my concealed carry permit in Illinois. I think that particular agency was the only state agency that was actually locked down - the rest of the state apparently was open for business.

You're concerned about the thirty-eight million gun registrations granted last year. What if I told you that that figure was down from the 100 million the year before? You couldn't shoot me down (pardon the pun) on that figure because you don't know what the figure was for gun registrations granted in the previous year otherwise you would have included it. As it is, the figure 38 million means nothing. Do like a statistician and research the facts.
