Mental illness in the US is at an all time high. And so is its negligence. The Neely death in NYC is an example. Neely menaced the people in NYC and was arrested 42 times. Clearly he should have been institutionalized, but was not. Oh, yeah, his civil rights... Apparently HIS civil right counted, but not of those he menaced. Well, now he is dead.
The US began closing down mental hospitals in the 1960s, leaving patients to fend for themselves on the streets. In my state, we have ONE state hospital and it's a wreck. I wouldn't send my dog there. Now private institutions are doing a wonderful job. They are overwhelmed and are in need of expansion and more funding. The US needs to get a grip on this serious, treatable problem. Not more laws.
