It used to be in American law that the person aiding and abetting in a crime (omission) was just as guilty as the person actually committing the crime (commission). Apply that to DHS, the media, or any other thousand agencies and institutions. In the Orwellian justice system of Amerika, commission and omission aren't crimes any more.
Henry Plummer was sheriff of Bannock, Montana in 1863. A series of murders and robberies occurred and it was suspected Plummer planned them and his gang executed them. A vigilance committee was formed by the locals. Plummer and his 'associates' were arrested (citizen's arrest) and hanged. Major robberies with associated murders were drastically reduced. Omission and commission?
