In western Montana, we have had 4 power outages since April this year. None are weather related. The last two were on December 11 (unknown reason) and the next day ("a scheduled maintenance outage"(?)). The weather was a pleasant 25 degrees outside with 18 inches of snow on the ground. Everything I needed was here at home - food, water, powerless heat, and oil-based and battery-powered lighting. And plenty to read. I expect this kind of situation to become the norm.
