Undoubtedly, illegals have voted. But, I believe the vast majority of them don't know they voted. Someone else got their name and voted for them. Dave has covered the many ways this happens, e.g. algorithms, mail-in ballots, assigning ghost voter ID numbers, etc. The problem is getting the states to enforce election laws, like purging voter rolls of ineligible voters and rejecting fraudulent ballots. Political power and money go hand-in-hand with corruption. We have to break that cycle.
