In political sociologist Ted Gurr's seminal book, "Why Men Rebel?," he answered that question. The vey poor seem to accept their station in life and stay passive. Populations that experience political turmoil are usually those who have previously enjoyed a significant period of prosperity (America). He posited, and the US is experiencing, deteriorating living standards. When the gap widens between future expectations of continued prosperity and actual deteriorating of living standards, then there is cause for domestic political violence. He called this "Relative Deprivation (RD)." He was not referring to simple protests or signing petitions, but a real revolt. I don't think America is at that point yet because there is not enough pain felt.
