If it's not easy, people won't do it. There will be no secession. Texas learned their lesson with the polar vortex weather war event. There will just be the 50 Enslaved States of Amerika. There will be regions of defiance similar to Red Dawn, mainly in the heartland. The coasts will love their enslavement and act as if nothing is wrong. The creeping incrementalism of tyranny has gained such a predominance in people's lives that the young people have not known anything else, so they think all this is 'normal.' Lessons learned are that they can kill an economy with a fake pandemic and use weather weapons to keep people in line, for now. Next is famine and starvation. Hunger Games will look like Utopia.
