Why Is the Gov. Moving Massive Amounts of Generators Around the Country?

I recently interviewed Paul Martin (www.revolutionradio.org) regarding the fact that the Government is moving massive amounts of generators around the country. This follows Trump's cryptic comment about preparing for an EMP attack. DHS recently said to prepare to be off the grid for at least 6 months and FEMA is warning citizens to be prepared to be independent for at least 6 months.

Well I have a Briggs & Stratton tri-fuel generator & 850 gallons of propane. I recently bought EMP protective cloth for it. So well the Gov or neighbors come for it first?
