An individual named Celeste has expanded upon this work and a clarification of policies is also presented. Celeste is a former insider and her background as a whistleblower will become apparent in this article. 

The Legal Authority to Send Ebola Patients to FEMA Camps

Editor's Note: In 2014, when the article from which I draw these excerpts appeared, Ebola had antered the United States. The following polcies apply to any pathogen deemed to be a public threat. Since October of 2014, I have published excerpts of this warning 14 times. Now, in light of the Novel Coronavirus, perhaps people will listento what is really going one. 

 

Before one can "legally" transport Ebola patients to "death camps" and await the inevitable, the public must be reassured that the rule of law is being followed. When Ebola strikes, the changes in the handling of Ebola patients have already been planned for through a series of legal actions, most of them are Executive Orders. For example, the Executive Order, entitled Revised List of Quarantinable Communicable Diseases, amends Executive Order 13295, passed by George W. Bush in April 2003, which allows for the, “apprehension, detention, or conditional release of individuals", and Ebola is specifically mentioned. Obama's executive order, entitled, Revised List of Quarantinable Communicable Diseases, amends Bush's Executive Order 13295, which allows for the, “apprehension, detention, or conditional release of individuals  to prevent the introduction, transmission, or spread of suspected communicable diseases.” Even though President Bush specifically mentioned Ebola as an illness which would permit the authorities to utilized forced quarantines, Obama takes this portion of the Executive Order to a whole new level. Obama has granted his administration the authority to detain, in any manner deemed necessary, any person who demonstrates any degree of respiratory distress. This means people with noninfectious asthma could be detained. When the forced transport of Ebola patients begins to occur, relatively healthy people will be joining them in this death parade march. The operational details will be covered later in this article.  

Ebola Pandemic Will Bring About a Change In Operational Authority

In the event of a pandemic, the Secretary of Human Health Services (HHS) will assume operational control of Federal emergency public health and medical response. In the event of a pandemic outbreak the HHS will order the quarantining of Ebola sufferers and the transport of the same to detainment camps. The mass transport of Ebola victims to quarantine camps is referred to "ambulance services", and it is a euphemism for transporting sick people to a death camp.

I have found evidence supporting these claims in a federal document entitled  Emergency Support Function #8 (ESF #8) – Public Health and Medical Services Annex.   This document can be accessed by Googling "ESF #8" and you will arrive at the following listing and a PDF will appear.

Federal Emergency Management Agency

Medical Services include responding to medical needs associated with mental health, ..... assistance are executed by ESF #8 in coordination with DHS/FEMA. ... primarily for communications, aircraft, and the establishment of base camps for detainment practices. 

ESF #8 established the national ambulance contract, which is designed to provide support for evacuating seriously ill or injured patients. HHS will enlist the VA and Department of Defense assets (e.g. the military) in support of providing "transportation assets, operating and staffing NDMS Federal Coordination Centers, and processing and tracking patient movements from collection points to their final destination reception facilities" (emphasis added). According to the ESF #8 document, the DOD is the only recognized Federal partner responsible for regulating and tracking patients transported on DOD assets to appropriate treatment facilities (i.e., NDMS hospitals). However, other agencies "may assist with isolation and quarantine measures and with point of distribution operations (mass prophylaxis and vaccination)". The ESF #8 document leads to some disturbing revelations.

The Ebola Detainment Centers Have No Real Medical Facilities

 Look at the participating partners in the "hospital" detainment centers in the EFS #8 document.

No Healthcare Personnel at the FEMA Detention Camps

In the above list of Ebola detainment centers, I don't see the CDC or the National Institute of Health listed. Nor do I see any legitimate medical organizations. I don't even see the presence of any "volunteer" medical organizations such as Doctors Without Borders. Does anyone else find it disturbing that the transport of very sick people will be conducted and the end point is devoid of any medical treatment organizations and/or facilities?  

These camps are death camps. There is not one shred of evidence that these camps are intended to treat or even make comfortable people who will contract Ebola or be exposed to Ebola. The most disturbing thing is that these camps will be death camps for relatively healthy people. If you are a person who is unlucky enough to be discovered to have asthma or merely be temporarily suffering from congestion in one's lungs from allergies or a simple cold, you could find yourself on one of the Federally approved ambulance services (bus, train, plane) and headed to your final destination.  

Today, one can substitute the illness, Ebola, and change it to the Novel Coronavirus.

Celeste Solum - "The World As You Knew It Is Over: Medical Martial Law" - Patrons Update 2/2/20

Yesterday, a video was made by a former FEMA official. Celeste  who has become a whistle blower. She cites from the Federal Register published in 2016 and the topic has to do with medical martial law. These are policies which will be applied and they are very similar to what I published in 2014, for the first time, but these policies are udpated and expanded upon and are, in part, as follows:

The HHS and the United Nations are in charge of what amounts to medical martial law. Celest Solum produced a video in which she laid out many of the elements, from the Federal Register that I covered over 5 years ago. However, Celeste has information which is newer and more detailed than what I originally listed above. 

America is now under medical martial law because the Novel Coronavirus meets the "preconditions" necessary for this declaration. When one listens to Celeste describe these preconditions, Editor's Note: America is under medical martial since and has been since 2015 (HHS and UN document EFS #8) and one could argue as Celeste does, this dates back to executive orders in 2003. The differences between what Celeste is saying and what I have said are intramural differences only. I want to emphasize, we are under medical martial law and all of us have lost our rights as US citizens. 

"Reasonably infected.....you are subject to confinement"A person can be apprehended on the street.There will be forced medical exams. The novel corona examples comes under several Executive Orders.  

Public health prevention measures to detect virus. Most commonly located at travel centers. Checkpoints to detect health conditions, anywhere, and could include places like in front of your church, end of your block, etc.....

Fifth Amendement rights to to avoid self-incrimination will not be allowed. Must answer all questions from the government

Federal orders of isolation....You are in quarantine.  It will be in writing. Quarantine can include home confinement (like what's happening in China). Quarantine is most likley

Permit to travel will be needed and granted or denied by the government. Travel permits will be hard to get and the detail is stunning. The CDC will be the deciding body when it comes to granting the right to travel. 

Can come to your home and enter without a warrant. Incarceration can be immediate. 

Celeste talks about the killing of our pets can be required. This is already happening in China. 

Your insurance will be forced to pay the bulk of transport, testing, and any treatment. 

There will be no constitutional protections. The CDC will totally have control over your fate. 

America is already in the status of "precondition to infection". This gives the authorities the ability to control all Americans. Orders of quarantine can be applied to all by all 3rd party notification. Chances are, most of you would never know. But snatch and grabs would still be in effect. If you don't know about quarantine rules, ignorance is not an excuse and criminal penalties will be applied and they are severe

In the remainder of her video, Celeste covers the penalties and enforcement related to these policies. They are draconian to say the least. I would recommend that Celeste's video be listened to in its entirety.

What Do We Do With the Sympotmatic? How Bad Can It Get?

 Look at the following photo and the subsequent descritpion about what Steve Quayle revealed several years ago. 

 Base camps such as this one in Beaumont, TX are used to provide temporary housing for first responders,  but please take note of the guard on the train. Although not in the photo,the surrounding fencing is pointing in. Most of these camps were activated by Obama.

In a previous radio  interview with Steve Quayle, he said two very disturbing things. the first was how very close the Deep State is to totally taking over and second, that his research, from years ago, discovered that FEMA camps would become beheading facilities. I have since been told and have been able to confirm FEMA's Billing Code for Death by Guillotine is ICD9-E978. This would be FEMA as in FEMA camp. With renewed interest being shown by the public in FEMA camps because of the Brownsville converted Walmart into a FEMA camp, this is a good time to bring this information out on the public. Was Steve and a multitude of others correct? The publisher of the following video believes that Steve's statement is true. Well, I would like to show you the video of the UN's intention to use guillotines on symptomatic people, but the video was removed by Youtube. 

I put the part in about Steve Quayle's statement about guillotines, not to be sensational, but to demonstrate that we don't know how bad it could get. After all, I have seen videos from Wuhan in which people are just dropping dead in the street. That is not the noticeable event. In the background, I repititively head the sound of multiple gunshots.
