Humanity has been so conditioned to obey authority figures, that just saying "no" may take more guts than most people can muster. Worse than that, the majority of people still think that the authorities are legitimate, and it is their moral obligation to obey. Resistance is never futile, their entire plan depends almost entirely on voluntary compliance. I resist whenever and wherever possible, and will even go out of my way to do it in public on a daily basis. Freaking sheep out becomes fun after a while. I'm not afraid to call a store clerk who will not serve me without a mask a "good little Nazi". I really don't care how offensive I am to them, Waking up sheep takes determination and effort. Someone has to do it.
