President Eisenhower, in his farewell address, warned about the "military industrial complex." The first draft of that speech used "military, industrial, congressional complex." Advisors got him to take the "congressional" out, as it might make future dealings with the congress more difficult. If he knew then what was going on now, he would have insisted the "congressional" remain in, and possibly put it first.
