In an emergency, special measures could be initiated by persons who care. Philanthropists could fund certain efforts, since they will benefit greatly, unless they wish for their own offspring to be wiped out, or silenced by the clamour of immigrants who may not share their values and beliefs. In our time many women raise children, with no male partner. Hence, such women could possibly be part of a project to raise the birth rate. Large resorts could be set up, with say, ten males, each fertilizing a number of women. This could be done by various means. A more "arranged marriage" or arranged fertility approach could be used. Ideally, children have both parents, but a dropping birth rate is a threat.
