Certainly the Founders/Framers were acutely aware of adverse loyalty. That's why the citizenship requirement clause was written into the Constitution. They were particularly concerned with the offices of President and Vice-President because they wanted neither person to have "sympathetic" feelings to a foreign power. While dual citizenship was not specially addressed, citizenship was. One had to be a citizen to hold elected public office. They probably believed, or not even considered, the fact that a public office holder would be nothing but a loyal citizen of the US. And maybe dual citizenship is not as much of a concern as out and out bribery from foreign nations to our elected or appointed office holders. Just a thought...
