Why Is Morgan Hill Under Martial Law?

Morgan Hill, CA;, is under martial law. People are being arrested for violating the dusk to dawn curfew. Businesses are closed. He who controls Morgan Hill, controls the Bay area and the entrance to Silicon Valley. This is a huge development.

Martial Law is evil and unconstitutional as hell. Can anyone show me where the US Constitution authorizes martial law? i.e. The infringement of a right. Something that by DEFINITION can not be infringed? Dave accepting "martial law" is an admission that we serfs do not really have rights. We should call it "Satanic Law" because it tramples our God given rights.
