In Communist Russia in early 1922, there was no codified law. All Tsarist law had been thrown out. Lenin hurriedly wrote what would become the Criminal Code of the Russian Republic. At first there were only 6 articles in which one could be sentenced to death by shooting. Lenin, not satisfied, added 6 more. Some were: passive resistance, unauthorized return from a foreign country, refusal of military service or tax payments, terror (except the government type, where Lenin stated that "terror is a method of persuasion") which included the murder of a communist official (a hate crime), and sabotage by simply making a mistake at your job. And failure to report that comrade that made the mistake could get you "9 grams" (bullet).
