Sorry Dave. This won't work in Seattle, SF, LA. You said people just down on their luck. That is not the case. What we really have are hopelessly addicted drug addicts. Meth and heroin to be more specific. And these people will NOT work for food. The meth addicts are so brain damaged that they can't concentrate to work no matter what you offer them. In Seattle the politicians would consider it cruelty to make them work. They get free stuff there, food, tents, syringes. All handed out by the government. To tell you the truth it's hard to decide which is worse, the drug addicts or the politicians.
