I hate to keep ringing the same bell, but this reminds me of Nazi Germany during the period 1933-1936. Laws were passed to: arrest people for “behavior inimical to the state,” “political activity,” or “insults against leading figures.” Those who were arrested for a second time “would be placed in "protective custody"” and “not to be released for the foreseeable
