The NSA controls major choke points by which cyber-attacks outside the USA enter, and they are dealt with. Generally, these are in and out choke points with international communications are 6 in number. The Us Military and various Agencies of the Federal Government, along with Contractors like Verizon and Google and others that work with and for the NSA have cyber-attack specialty groups in various locations that can be authorized, hired and contracted specifically to go after a person or a company or group. Sometimes Presidential Authorization along with the NSA & State Department assist is involved if a 5 eyes Agency like GCHQ is hired for a specific term to spy on a high profile like Donald Trump in Aug & Nov 2016's Project Fulsome.
