Nothing new. J. Edgar Hoover was asked in the 1950s why they didn't go full tilt against organized crime. His response was to the effect that it wasn't possible because there was too much money involved, clearly implying that assets could be bought. In the case of the cartels, it's an even clearer message, take the money or we kill you and your family.

I think it's too late to do anything about the border. There's no political will to fix it. The military is too divided and spread out all over the world. The cartels are too powerful that the average Joe can't mount a defense. A giant Fifth Column is now in the US made of illegal military-aged men just waiting for the 'go' signal. Mexico (or anyone else) is interesting in helping US. I think Dave's right - we are ripe for an invasion. Sadly, most Americans could care less until foreign troops came marching down through their neighborhoods.

I don't know where you received your education Dave but Congress lost control of the Courts over 200 years ago. They still could get control over them the just don't want to. The sooner we lose this standing army that you call "LEOS" the better Dave. And a standing army is what the founders would see them as if they were to come back.
