It's a non-binding "resolution" that Congress would pass of its own accord. It would NOT become a federal "law" (their statutes do not apply to us anyway, except for those who mistakenly believe the are 14th amendment "citizens"), but cause Congress to propose statutes that would essentially work toward those unachievable and disastrous "goals". Nancy Pelosi obviously knew that it's a stupid idea when she merely remarked about it by saying something to the effect that "we appreciate her enthusiasm".
